CPCB Issues Revised Standards for Industrial Air Emissions — Effective June 2025
📅 April 27, 2025✍️ BEC Expert Team⏱ 5 min read
📌 Source: Central Pollution Control Board (CPCB) Official Notification No. CPCB/APC/2025/01
The Central Pollution Control Board (CPCB) has issued a landmark notification revising ambient air quality standards and stack emission limits for major industrial categories across India. The new standards represent a significant tightening of permissible limits and are effective from June 30, 2025.
This revision comes after a comprehensive review of industrial emission data collected over the past three years and is aligned with India's commitments under the Paris Agreement and National Clean Air Programme (NCAP) targets of reducing particulate matter concentrations by 40% by 2026.
Key Changes in Emission Standards
Particulate Matter (PM10) limits reduced by 20% for thermal power plants — from 50 mg/Nm³ to 40 mg/Nm³
PM2.5 standards introduced for the first time for cement and steel industries
Sulphur Dioxide (SO2) emission limits tightened by 25% for chemical manufacturing
Nitrogen Oxide (NOx) standards revised for all combustion-based industries
Continuous Emission Monitoring Systems (CEMS) made mandatory for all industries with stack height above 30 metres
Real-time data transmission to CPCB's OCEMS portal compulsory from July 2025
Industries Affected
The revised standards apply broadly to:
Thermal power plants and captive power plants above 50 MW
Cement manufacturing plants
Integrated steel and iron plants
Chemical and petrochemical industries
Fertiliser manufacturing units
Pulp and paper mills
All other large-scale manufacturing with significant stack emissions
⚠️ Important Compliance Deadline
All affected industries must achieve full compliance with the revised standards by June 30, 2025. Industries failing to comply will face show cause notices followed by closure directions under Section 33A of the Water Act and Section 31A of the Air Act.
CEMS Installation Requirements
CPCB has specified technical requirements for Continuous Emission Monitoring Systems that must be installed by industries falling under the revised notification:
CEMS must be capable of measuring PM, SO2, NOx, CO, and O2 in real-time
Data logger with minimum 15-minute averaging intervals
Automated data transmission to CPCB's central server
Annual calibration by NABL accredited laboratory mandatory
Backup power supply for uninterrupted monitoring
Penalties for Non-Compliance
Industries failing to meet the revised standards or install CEMS by the deadline will face:
Show cause notices under Air and Water Acts
Environmental compensation as per NGT guidelines
Closure direction for repeat violators
Public disclosure of non-compliant units on CPCB website
