The Central Pollution Control Board (CPCB) has issued comprehensive revised standards for industrial effluent discharge, effective from January 2025. These new guidelines represent a significant tightening of permissible limits across major industrial sectors including textiles, pharmaceuticals, paper & pulp, and electroplating industries.

CTE & CTO: Complete Guide for Industries in India

Consent to Establish (CTE) and Consent to Operate (CTO) are mandatory environmental clearances required by every industry under the Water (Prevention and Control of Pollution) Act, 1974 and Air (Prevention and Control of Pollution) Act, 1981. These consents are issued by State Pollution Control Boards (SPCBs).

What is Consent to Establish (CTE)?

CTE is obtained before setting up a new industry or expanding an existing one. It confirms that the proposed industry meets environmental norms and has adequate pollution control measures in place. CTE is a one-time approval for the establishment phase.

What is Consent to Operate (CTO)?

CTO is obtained after establishment and before commencing operations. It must be renewed periodically — typically every 1, 3, or 5 years depending on the category of industry (Red, Orange, Green, or White).

The Securities and Exchange Board of India (SEBI) has mandated Business Responsibility and Sustainability Reporting (BRSR) for the top 1000 listed companies by market capitalisation. From FY 2022-23, BRSR has replaced the earlier Business Responsibility Report (BRR).

How to Calculate Carbon Footprint for Your Factory

Carbon footprint calculation is the first step towards understanding and managing your company's climate impact. The GHG Protocol divides emissions into three scopes to ensure comprehensive accounting.

Scope 1 — Direct Emissions

Emissions from sources owned or controlled by your company — furnaces, boilers, company vehicles, on-site generators, and process emissions from chemical reactions.

Scope 2 — Indirect Energy Emissions

Emissions from purchased electricity, steam, heat, or cooling. Even though these occur off-site, they result from your energy consumption.

Scope 3 — Value Chain Emissions

CPCB has issued comprehensive guidelines making annual third-party environment audits mandatory for all Red Category industries. The audit reports must be submitted to respective SPCBs before September 30 each year.

Audit Requirements

  • Annual audit by NABET accredited environment auditor
  • Audit to cover air, water, waste, noise and regulatory compliance
  • Corrective Action Plan to be submitted within 30 days of audit
  • Compliance status to be verified in next audit cycle
  • Non-submission may result in CTO non-renewal
